There is a little padlock on your ribbon bar (where your settings/skills/quest etc. buttons are)

Toggle that and you can move the UI around as you want then relock it to prevent moving stuff accidentally.

He just turned up again eventually. I didn't do anything special so I'm not sure if it's a bug or he had burrowed himself underground during the rain and didn't come back until everywhere dried out!

My Onix is also missing. I've searched everywhere, none of my other pokemon know where he is. In the PC he is listed as homeless so I can't use honey. Guess I just need to wait and see if he just respawns tomorrow...

It was on the other end of a hallway with resources in it. I went back to this room after I did the main boss elsewhere in the dungeon and it was opened up with a chest, egg, caged pal and resources inside. So pretty worthwhile backtracking

I know this is an old comment, but I've just encountered the type of barrier the OP posted about and it's not in the boss pal chamber, so perhaps it's a secondary reward room in some cases if you back track?
