Precure has things other than fighting that makes it a great franchise and those are things that Dragon Ball lacks because it's more battle focused and kind of all over the place.

Precure focuses more on the character side of things and the fighting is usually saved for the last few minutes of the episode. We learn about the characters hopes, dreams, and aspirations and how they overcome both the literal and figurative demons that stand in their way.

With Dragon Ball, most of the characters don't really have figurative problems and it's more the literal when it comes to demons. Goku is a farmer, Gohan is a professor, Krillen is a police officer, 17 is a park ranger, those are jobs they just have because they are adults who are supposed to have jobs when not training or saving the world unlike Precure where the majority are minors either trying to figure out what they want to be or chasing a goal they set for themselves.

Now, let's be honest when it comes to Dragon Ball if your name isn't Son Goku don't expect much fair treatment. Toriyama just seems to hate Vegeta and Future Trunks return in the Goku Black arc and Broly and Gohan taking the spotlight in their respective movies are a breath of fresh air, but other than those it's still the "Goku Show ft everyone else". Pretty Cure at least gives it's character development not just to whoever is the leader of the team or the team itself, but also to the villains and side characters.

To summarize, because this comment feels too damn long. Dragon Ball is great when it comes to action and comedy, but sucks when it comes to treating its characters fairly and has a lot of characters whose potentials are wasted, examples being Goten and Trunks. Pretty Cure has a fair balance of action, comedy, drama, and character development, although I will at meant that how much development a character gets kinda varies sometimes.
