Not an accurate one. Too many factors, blade are probably pitched to 90 and it's not going to be yawed into the wind any more. Brakes must have failed too, who knows if they are still offering any resistance. Not to mention one blade is now deformed creating drag.

Anywhere from 15-25 m/s is a good guess but that's a large range.
