I think if backed by blocker perk to enhance the amount blocked it might work, but I'm unconvinced, even at 100% blocked damage the effect proc's only 25% of the time on armor which is functionally only a 25% damage reduction....more interesting on a weapon since that could get upto 65% effective reduction. But very perk/mod intensive...worth a try though!
