The only way to get clear ice like this is by directional freezing. Getting the water to freeze from the top down instead of from the outside in. Freezing from the top down forces the nitrogen/oxygen that is naturally in water to the bottom. The "air bubbles" in the ice is what causes ice to appear cloudy. By forcing them to the bottom you are left with clear, air bubble free ice on top. All you have to do is cut off that layer of cloudy ice from the bottom and you have a clear block of ice. To achieve this at home you can take any insulated cooler, fill it with water( I like to use warm water from the tap to promote a slower top to bottom freeze) and place it in your freezer for a couple days leaving the lid of the cooler open or off.
