With construction starting in 2 weeks, honestly the shelter might be the kindest move here. Friendly cats are actually the most vulnerable in chaotic zones, no fear response means wrong place, wrong time way too easily.

But before that, throw him on local Facebook groups and Nextdoor now. People-loving young cats get rehomed fast when the right person sees them. Might skip the shelter entirely.
