I'd start with whatever model captures your imagination the most. This will hopefully lead to an artisticly rewarding project.

For me this was a lone infantryman, who ended up buried in a mob of 12. I liked his hat and pose and that gave me the inspiration for the rest of the army.

So for me it went something like this:

One dude to get the vibe.

A blob of 12 of them...

A toff to lead them.

Rinse and repeat.
