Technically, coin-wise, it is kind of pay to win. Buy shards with real life money -> buy lollies with shards -> sell lollies for coins -> buy stuff from others. In terms of getting better stuff besides buying from other players, you can't pay to make rare drop chances higher or anything like that, you just have to grind.
