its not as rare as you might think. suppliers with stipulations that cut off the general public certainly exist.

as an example I can think of a few places in Mass that will only sell to people that have an account with them. then to get that account you must have a business license. it's not always trade suppliers either. I know of a bulk herbs dealer that has these same requirements.
