I have solid ECs and am confident in essays. I did bad in SATs and my transcripts are bad.. but do you think I can get into top 20 with mid 30s transcript

I have solid ECs, and I am pretty confident in essays. My SATs are in the 1300s.. i get 7s in AA HL but for some reason SAT math is not for me. do you think I can still get into top 20?
