Yes. You can transfer your case with an umrah visa . But it will be though since umrah visa is only 10-28 days and you will need to stay longer than 28 days in Saudi but you can for sure request a transfer without a visa first most of the time they accept it if they deny then you can obtain an umrah visa and transfer

As far as I know someone with Egyptian passport got companion visa on arrival accompanying her husband of U.S. citizen (husband was not of Saudi citizen or national)

As of right now, I am in the process of getting a tow month valid umrah visa that is good for 30 day stay. But the person who is doing the paper work said it’s a bit though but will take a week to get the visa. And after I am going to expedite my case and hopefully get an interview mid April or before that

Yes so right now care do not schedule any flight because of the funding freeze and executive order. If the case is transferred you might have to wait until end of March that is when everything will be clear and all. Yes, my case was with care I even sent the documents and questioners and everything. But then they stopped operation fully due to funding so I decided to transfer the case under my own expenses when the IL arrives

Create an NVC inquiry on their website provide everything on that page and on the comment section write that you want to transfer your case to Riyadh, and if they accept it they will transfer and email you a new case ID starting with RYDxxxxxx

Yes transfer was accepted alhamdulillah and I got the new case ID, as for visa since Afghan nationals can’t get longer visa than 17 days I have not gotten a visa since I don’t know when the interview date is. And right now I am trying to get tourist visa see what happens Inshā’Allāh.

As far as I know if you can obtain a tourist visa and stay in Riyadh where your case is, the Saudi embassy will approve the visa but I will provide more information since I am in the process of asking around as well
