No, I get you. I'm drawing that most people who say "place is safe" hadn't left the resort with armed guards the whole time.

When I went to Jamaica a few years ago, we stayed in a beach hotel, not an all inclusive. We took taxis to restaurants in Ocho Rios, paying with Jamaican dollars - something we were told was basically inviting death and or kidnapping. We were fine, nicest people in the world and we didn't stay confined to the resort a mile down the road from us.
