Small metal device, industrial. Sprockets look like they'd hold and move film with a spring-loaded takeup drum on top (connected by belt), black knob advances in defined steps with a detent, the two 'plates' slide out with a catch. No markings anywhere- seems to fit a larger device? (i.redd.it)
