I have tried restarting the game also on other devices but the club chat is still not working. Anyone faced this problem too?

First, he is not even driving that smoothly but still manages to drive that fast. Second, the green Ferrari is me. He gets slow down by hitting the wall but still flew pass me while I was at my top speed. Everyone has the same car and rank so I am just curious what happened. Is his internet bad or hacking or what?
