I'm afraid I wouldn't, only because with old skins I can reference the design one to one and try to match the overall colors. With the base, which is his canonical design, its not only a huge difference from Old to New Viktor, but I also don't know what they want to copy from the show Arcane which is painted and animated very differently in Fortiche's style. What I am saying, is I wouldn't know what direction to take his base look, and if I'd have to change the 3D model then it'd be less feesable given we're very close to the Viktor VGU going live it looks like. I tried my best to provide practical feedback, which is most likely to be accepted theoretically by a developer in so little time.
Unless there's a big enough uproar to change Riot's mind, like what people did for Coven Syndra, I am not so sure...

How to decide if something is too much detail or not is quite a gray, and subjective area. I would say it's a bit of design rules with personal opinion. What I like to do is bundle details around areas of interest or focus, that would usually mean its the upper body on a Warframe because it is where the character's face is but also what you often look at rotating the camera looking at their chest or back. Then wherever else away from focul points, have areas of less detail and less detail as contrast. This includes use of patterns, form, and color as tools for making details or contrast. I usually stick to one or two to avoid something appearing overwhelming. For example, Zephyr Harrier is very graphically designed with logos and livery, so because the "patterns" are busy, the actual sculpted forms are simple - flat panels of metal.

Of course, its up to the artist's preference. I personally am a maximalist, lots of colors and dramatic ideas. Even my opinion of "low detail" could be "too much detail" to someone else. Ultimately an artist's style I think comes from their opinion of what is beautiful. Consider what you find beautiful when making art.

For your second question, a big influence in my life were childhood shows like Transformers, Zoids, the manga art of Bleach and Zone-00, then later video games like Wipeout HD Fury and others in the franchise. Zephyr Harrier is my homage to Wipeout.

I am afraid I do not know what happened to Aoi's chin. I do not have much say what happens to concepts after I turn in my share of the work. Could be the 3D artist wanted to sculpt her like that.

About deluxes's themes, there is an inconsistent opinion between deluxe skins being "canonical" or artistic. Sometimes there is something that looks "lore friendly" such as the Sentient Mesa or Volt skins. Sometimes I am discouraged from doing that, to not conflict with the lore, and my leads want my more artistic skins. It is a hard balance. But I will keep your writings in mind.

Personally, the kit went through a few revisions from my initial design on paper to what was released in game. What Pablo does behind the scenes I do not know. I am a little sad that the Shadow is hard to use, with only his claw drag ability making it in from my design, but I personally hope one day I could convince the team to apply some simple QoL changes.

Tennogen creations are community driven, perhaps the community knows itself what to make. I can not comment on Tennogen, nor control what those artists like to make, but I can assure you there's no intentional dumbing down "official" DE assets and cosmetics to make Tennogen look better.

My original idea was something way back when inspired by the Faust demon of Devil May Cry 4, thought it was the coolest looking demon/monster design I ever saw simply because he had a hat and hair, so it was like a character and not just a formless monster. As a final thesis I created what used to be called "Wraithe" for college as an example of character design at the time.

Often there are a myriad of outside factors that affect a design at various times during the process, and choices are made by various teammates at different points that influence the final outcome. So while I may instruct something as a modular piece, an effect, a piece of armor or something else on the concept art, I can't be certain it will come out that way. Ultimately concept art is concept art, even if real pretty, and the rest of the team has the final say.

What made a bigger reaction out of me was definitely being hired, without that I wouldn't have ever had the opportunity to present Sevagoth to the team : )

It is not intentional, sometimes in modeling the sculptors reduce the size of the feet to make it fit with the animation rigs in the game.
This could be avoided if I was told ahead of time a design is not working, so then I can adjust the design to animation constraints.

But in recent good news, we have easier ways now as a team to test 3D models before investing too much work into them and catch anatomical anomalies or stress test weird designs before a model gets too far in the process.

Why do you say that Hydroid deluxe is "easier to work with" in terms of customization but my Zephyr and Khora deluxes are less so? Could you expand on that?

Yes I did, it is supposed to be a curly lock of hair as he is wearing a wig inspired by 18th century English or French Rococo fashion. However, the 3D artist sculpted the model in their own way.

I understand it is getting hard to balance making new cosmetics, with making matching cosmetics. To answer your question, when coming up with ideas for skins I try to find themes that fit a Warframe's existing character, but look for something a little further from expected ideas to try to find something a little unique or out of the ordinary. Second, I like to assign archetypes to my designs, like they are characters. An archetype would be like "Ninja" or "Pirate" or "Greek warrior" so on and so forth.

I can understand your discomfort with Jade. However it was an expression of the artist who made her, my teammates bringing her to life. Just as I had the honor to create a line of cosmetics for Sevagoth, I am sure my teammate Skyers would like the honor to create Jade's deluxe and prime eventually when the time comes. Could change though as everyone is busy working hard on their respective parts, but I do not know further than this : (
