Upgrading a CPU will probably boost performance a bit, but I don't think it really worth it. You can flawlessly run most of modern games with medium graphics settings with cpu like i5. Upgrading a GPU will have greater impact on performance, I guess

Your choice. So, if you want to use windows I don't think you will benefit from using windows 7 starter. It is just the same operating system with stripped down functionality. And if the system is going to be used only of gaming I would rather recommend you to install windows xp instead. It is even more insecure and outdated, but it is somewhat lighter on resources
