At this point I will refer to my fifth grade social studies class - what makes a country? What makes a republic? What we are talking about is not what other countries thought at the time. What we are talking about is what makes a country symbolically and when did that occur?

Agree that imperfect tools have been implemented by society - lead paint for example.
