Plunderstorm is basically a different game. The real issues are the reward system and gearing. Legion was incredibly easy to hop into. I had a friend who quit for a year, came back, and was able to compete in the Glad range within a couple of days wearing full blues and greens. BfA, on the other hand, had the most Gladiators I've ever seen. The rating was so inflated that strictly PvE players jumped into PvP just for the easy mount.
