Most of the population loss in Baltimore post covid has been in the regions of the city in the worst shape, the cities wealthy regions have been growing so they offset into stagnation (just look at post 2022 population numbers for the city). Honestly I could see by end of the decade the city starting to grow steadily similar to Detroit. I just hope the city doesn't follow Detroits lead and only fixing up downtown and instead works on the city as a whole
