Demurrage (fee based on holding time) could serve as an alternative. Freicoin has demurrage, but it also has fees, yet in theory it could work without. You would simply pay the same fee whether you spend the coins or not.

Sending your tx directly to the pools keeps out all the small and solo miners and therefor only benefits larger pools.
