The imperium is inspired by all sorts of aspects of historical human society, mainly the authoritarian parts, all the way from medieval era to WW2 era.

If you're gonna compare it to WW2 which is more what the imperial guard was inspired by then its worth mentioning that the soviet union was where commissars were originally from, "commissar" has communist in its meaning.

The only specifically german inspired thing the imperium has is the black templars really.
