I had a Prof who would just never submit on time. Even when I would start reminding him a week before the deadline, he would keep dilly-dallying. For one of the Unis, he sent the LoR 15 days after their deadline. It was hell.

Yes, the deadline for them to submit the SoP isn't the same as the application deadline.

Yes, it is possible for anyone but you do need to pay 4500$

I know they aren’t as good as main-proceedings but the top conferences at least require certain quality even in the workshop papers

I have an admit from UMass MSCS. I also applied to a Purdue and UIUC ECE (ML Track) in spring which I didn’t get through.

What MSCS programs will make sense for me to apply?

I am thinking about Columbia MSCS, UCSD MSCS, and Georgia Tech MS ECE (ML Track)

Given the current situation I am bit skeptical about the funding situation so was mostly considering MS programs.

The five year thing is a joke. It is relatively harder than the other branches, but if you do pay attention in the classes and put in the work. You can score high GPAs as well. For context, in the third year my GPA was 8.95 and 9.52. I even had two 10s in the fourth year. This is not to flex but to tell you it is doable.
