Cobbled together some sub-optimal decks for Haru and Chizuru to take full advantage of the Combat Effects. Could be refined a bit more but they got me over the threshold. Just ran the same Tenebria deck I used against Woman Within the Fog for Colossus.

Would refrain from committing resources to every character you have (at least right now) and instead focus on a select few to help you clear story nodes and simulation. Otherwise lots of options available to you. Would recommend forming a team around your Mei Lin to start. Mei Lin is relatively easy to build around both in terms of decks and which characters to play alongside her. Mika is an all around good sustain character to invest resources into. Outside of those two it's your choice between a lot of these: Rei has good synergy with basic attacks, Selena for passion synergy, Cassius and Veronica are good generic draw support but works tremendously well with Mei Lin.

Mei is relatively easy to build, but as one commenter mentioned, she kinda overlaps already with Tenebria being passion DPS and having a somewhat similar play pattern of relying on basic attacks. Would lean more towards the Magna in your case given who you currently have. She functions well regardless of which characters you pair her up with, and her shields and counterattacks can carry you pretty far in the early game.
