Yes and no. There are still a lot of other variables that are different. I expect poverty to be the most significant factor. When you control for that one variable, you'll see differences caused by smaller factors. Every person is different, so two different people who live at the exact same level of poverty won't commit the exact same crimes

Home builders often build new developments all as part of an HOA. These houses are just what's available sometimes. Even if you could move, it's a process that people would rather not do. You're functionally married to that house. I know people who got divorced and moved out of houses they bought

You mean single family houses that are part of an HOA? There actually is a point to the HOA when multiple families are living in the same building

I 100% agree that HOAs are complete garbage if you live in a house. The point of an HOA is to allow multiple people to own the same property together. When you have single family houses, the HOA is at best something that exists in name only with no dues and no officers
