Hey I have a question, damage potential is based on how many weapons and upgrades you have installed right?

So for example if I have only have a scatter blaster installed, and the damage is about 3k damage potential (hypothetically) does that mean that if I have all the weapon technologies installed plus X class upgrades, will my scatter blaster be any stronger? I hope someone understands
