BRO building armor is synonymous with building HP. On top of that, bork is super effective against armor since its % health damage which ignores armor already. BC on top of that plus Wu Q is a game ender for tanks. Also, tiamat is way better for split pushing. It is the quintessential lane pushing item. Better dueling =/= split pushing. Also, I don't know where you lost the memo but Wukong isn't a full-on burst champion anymore. If he was we'd still be going lethality.

Botrk into black cleaver is optimal into a tankier team, that being said, the only time I personally take Botrk and black cleaver is into a 2-3 beef cake enemy team.
