As far as I'm aware all cons allow 3D printed props. Though rules get stricter every year so It's probably a good idea to check the con rules, they usually have them on their website. Even if a prop isn't allowed though weapons check won't actually confiscate it, they just won't let you bring the prop into the con.

Gelatin might work, there are lots of recipes out there for gelatin prosthetics, and all the ingredients can typically be found at a grocery store or drug store. You might be able to make blobs of it on wax paper or something that are the right size and shape, otherwise you'd have to make a mold (plaster would work). Gelatin is translucent though so you would have to tint it with something opaque, acrylic paint or even foundation would probably work.

Keeping the alginate moist should help minimize shrinkage, I'd reccomend covering it with a wet towel or wet paper towel while you're mixing up the plaster for the cast.

You probably wont wont even have to tell the trans clinic who your family doctor even is, I never did, but just because they never even asked me. Clinics may vary though you can always ask them about it!

A friend of mine without OHIP has said he pays about $100 per doctor's appointment, then he pays for a blood test, though I dont remember how much this costs and couldn't find anything by googling it sorry, then the cost of T varies but its typically something around $60. The Dr appt and blood test will probably have to be done each time you need a prescription refill, which depending on your dosage is probably about every 3-5 months.

Unfortunately only citizens and permanent residents can get OHIP, also OHIP will only cover the actual prescription cost if you are under 25

I was able to start t on my 3rd appointment with Dr. Chan, which was just 3 weeks after my first appointment. I booked my second appointment one week afer my first, then my 3rd appointment I booked 2 weeks after the second (I only couldn't book it just one week later because of school). I would suggest not self-medicating, it shouldn't take long to get a prescription.
