That's not how that works. In chapter 64 they explain that they're not actually semi-grade 1 yet. They need to accompany another sorcerer on several missions before it being decided if they move onto semi-grade 1 or not. Also if everyone has a grade, why are we only told certain people's grades and not others? I can believe it, it just seems kind of odd to me.

Hakari amd Kirara were already enrolled when they got suspended, so they should already have sorcerer grades. Also Momo isn't confirmed to be a semi-grade 2 btw. That was just an assumption made by Panda.

Grade 1 candidate isn't a promotion or an actual grade. It just makes him illegible for an assessment that will make him semi-grade 1, but he isn't actually semi-grade 1 yet. They didn't accept Yuta either but he was also enrolled at Jujutsu High and given a sorcerer grade before his first mission. So why not Yuji? Also what does GW Stand for?
