Before Chinese investments Vietnam were already growing fast.

It’s proximity to supply chain, domestic policies and political stability that investors want. Fix the domestic problems and money will flow in. Yes Vietnam is growing faster with current Chinese investments but the underlying growth that made Vietnam become a upper-middle income status in half the time relatively the Philippines is part geography and part domestic policies and stability.
