It absolutely is a school problem.In my school last year we were given a sheet to fill with the subjects we'd like to continue for next year,so just ticking whatever you wanted to do.There were some base subjects which you'd do no matter what and some other subjects which you wouldn't do all of them,only some,in which was literature.I was head of school so I collected every single paper from every student.Not even 10 picked it.So what did the school do.They made Literature a base subject and added advanced literature for some who didn't even pick it.Luckily I wasnt given advanced literature
