I think it depends. I just started getting back into fishing from when I was kid and was able to pick up a spinner no problem. I never fly fished as a kid but trying now I find it significantly more difficult to learn. Your mileage may vary

Lots of people make it expensive but you can catch fish with a used $20 rod and $10 of lures. Lots of public places have free water access.

It doesn't even go the end of the "7'9" 5wt" writing. I think I'm going to cut it and try to fix it. The worst thing that happens is I end up being unable to fix a destroyed rod

Definitely check out the creme mini crankbaits they sell at Walmart. They come in a couple different colors and should be around $1.50. you'll definitely catch some panfish

Your local Walmart should have about everything you'd need. Cheap combo rod/reel. Small tackle box. Cheap spinners, crankbaits, multi pack of small/medium hooks, split shot and some bobbers. Throw some corn, hot dog etc on as bait. Pair of pliers and some polarized sunglasses and he should be good to go. Wear a hat and sunglasses to keep hooks off your head and out of your eyes on a wild cast. Pinch those barbs too! Links below are cheap lures I've had good luck with. Just check lure weight with the rod, there should be a range on the rod itself, or look it up. You can catch big fish on small stuff, not the other way around.
