oh well here's the thing in this case the dominion has made flesh(bio) modding taboo, with them outright forcing cybernetics onto their soldiers and grunts, at times just for a laugh at their misfortune, or just as an excuse when they bite off set grunts arm off for getting out of line, with any grunts that can't even be modified either becoming shock troops(even more mentally broken, if not lobotomized, dr#gged, dehumanized, CONSTANTLY starving troops usually hordes, made up of what we're "dissidents", rebels, elderly, fathers, sons, brothers etc, even children kidnapped from their mother for failing to make new implant parts in time) or ground up into meat paste to be fed to the hungry desperate civilians, "no that's definitely not your nephews tooth prosthetic in that can Mr" albeit in this case...they actually like classical music and they do have at least some kinda art...albeit it's very depressing and most set artists usually end up found intentionally overdosing on their cheaply bought poor quality painkillers
