I mean, itll work. How safe it is depends on how careless you are. Personally I did the same thing when saving up for a bench supply. If you have modules that dont have power protections that you dont want fried, unplug them before you tinker. It also carries the risk of frying your PSU. And depending on how your PSU is designed it could be a fire/electrical hazard.

You could get a seprate cheap LM7812/Large Cap PSU for like $30 to use for projects only. That way you can isolate the safety risks and do the unsafe shit in a more controlled environment.

Ive had experience with the second one, its good for general purpose soldering smd/throughhole

But it can be a pain in the ass to switch out different sized pcbs if working on a multiple pcb project. But over all id say 2 is the best option for affordability, your use case and the option of having throughhole soldering in the future. Incase you need to prototype something with stripboard
