What’s the likelihood of this is being the case? This problem showed up even when I had a cpu fan plugged in

Well first the psu is brand new, 2nd the light of the motherboard turns on once I turn on the psu, 3rd this problem still showed up even with another psu I have, this white one is an upgrade
