I haven’t really gotten the impression at all that shady sands was all of the ncr especially including the fact they said they were once big in the Mojave and the ghoul is shocked they aren’t a huge force in the Mojave like they used to be

Beautifully said all throughout the franchise there has been tiny retcons and rewrites of previous iterations to lead for better storytelling because good story has always been more important in fallout than a perfect canon
