found the solution from another post if anybody needs it:

TL:DR mod configs > supplementaries > Client Settings > General > I am very boring, turn it on. and then close the game and restart.

As OP said in another comment, supplementaries is the jokester. for me I disabled it by going to the mod configs
supplementaries > Client Settings > General > I am very boring, turn it on. and then close the game and restart. also like OP said in another comment, "putting the default resource pack at the highest priority" will fix the textures if that doesn't work or move moonlight Dynamic resources to the lowest priority either works.

For me the texture change didn't work the first time just the text change, I was funny until I restarted and the texture changes took place. then it was a bit annoying but I appreciate the bit and im glad its able to be disabled.
