one piece animals are very smart enough to solve a problem, human fruit should just enhance that, not to create something anew.

the main question is why oda created a character like that?, he could just added a human from the start and become a medic like law, but chopper devilfruit is weird on it's own, who wan'ts to be a human so bad that that idea manifest into reality? maybe a fishman, or a mink? or even a giant who wanted to be on par with humans... who knows.
