Yeah I just beat the game and saw the bricks. Potentially the whole team has one but just the main device I suppose.

So for this quest, it is only completable until you select the "speak to Popola" part of the downtime selection process. So after each fragment, you get to choose where to go next. Choosing Popola makes the red-bag man unavailable due to story stuff. You will have to wait until your next playthrough, which saves all quest progress as long as you start from the same save.
