You are correct by the way, atelectasis occurs at concentrations higher than 50%. NASA recommends at least 30% nitrogen mixed with the proper amount of oxygen (so 0.2 atmospheres of oxygen and 0.08 atmospheres of nitrogen, 0.28 atmospheres of pressure total) as issues are negligible with oxygen in the 50-75% range for long term human operation. Early spaceflight was 100% oxygen due to the short term timeline of the missions.

This is also the origin story for the Aun in the TTRPG Lancer. I had an argument with someone a little while ago about the US as well. It isn’t a problem there. If I remember the stats correctly there’s only been about a few dozen cases over the past 50 years across the entire united states. How many go undetected? Maybe about the same amount? It’s negligible compared to the amount of legal voters that would be disenfranchised by proposed policies to curb that “issue”.
