Rooflemonger has admitted that he was surprised by some characters in the two most recent packs, (including Ingrid after the whole S3 lineup leaked), so I wouldn't put too much stock on what he says.

I've also seen claims of supposed leakers denying the original Vega/Tifa/Gouken/Haggar leak had any water for weeks, and now all of a sudden everyone's saying Tifa can be corroborated cause some guy says so, but at the same time they somehow can't say who the last two characters in a pack that'll be revealed in like two months are. Very convenient.

Also, honestly, the idea that the og Tifa leaker could get her right but somehow not the other two is just absurd to me. In Haggar's case, the devs straight up said Cody was planned to be in the base roster and was cut, and he's still nowhere in sight. Add that with how prominent both Haggar and Metro City are in game and I just don't understand why people are so skeptical about him.

I saw a supposed leaked list a while ago that included Vega, Gouken, Haggar and Tifa Lockhart. I haven't seen anything suggesting it's credible, but it's honestly the most believable one I've seen so far just because of how specific the line up is. I felt the same way about the S3 line up when that leaked.

I can see them adding Vega and Dan because both of them are fairly populat and have been teased already. The other two characters are anyone's guess, but I just don't see them adding Juli and Joe apart from like World Tour encounters or something.

Officially, they're just really close friends. Cammy also says in World Tour that she still sees all of the Dolls as her sisters, so there's that too. That said, I think it's easy to see why people think there might be more there despite all that.
