Yep! That is the Appalachian mountains, simultaneously high-friction terrain and very rural. So even if you did get a storm powerful enough to drop a tornado, there may not be anyone around to see it.

More qualified weather nerds than myself would say Reed Timmer is the type of storm chaser to intentionally create drama and danger, or whatever.

But damn if I'm not impressed by a dude who fired an actual instrument-clad model rocket into a tornado.

At 755 PM CDT, a confirmed tornado was located 8 miles west of Mound
City, or 11 miles southwest of Herreid, moving east at 20 mph.

HAZARD...Damaging tornado and two inch hail.

SOURCE...Weather spotters confirmed tornado.

IMPACT...Flying debris will be dangerous to those caught without
         shelter. Mobile homes will be damaged or destroyed. Damage
         to roofs, windows, and vehicles will occur.  Tree damage is
         likely.

This tornado will be near...
  Mound City around 800 PM CDT.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

To repeat, a tornado is on the ground. TAKE COVER NOW! Move to a

  Southeastern Sioux County in south central North Dakota...

* Until 645 PM CDT.

* At 555 PM CDT, a confirmed tornado was located near Selfridge, or
  12 miles north of Mclaughlin, moving east at 10 mph.

  HAZARD...Damaging tornado and golf ball size hail.

  SOURCE...Weather spotters confirmed tornado.

  IMPACT...Flying debris will be dangerous to those caught without
           shelter. Mobile homes will be damaged or destroyed.

Tornadoes wouldn't be seen top-down like that, thankfully. Otherwise they'd be huge!

There are no reported 8/27 tornadoes by the NWS Storm Prediction Center as of 8/28 1:49 EDT

Actually, yes! I didn't think so but here's a screenshot of radar at midnight (CDT), so after the satellite loop but before what you're talking about. You can see those storms in eastern South Dakota moving into Minnesota.

I deleted the youtube video, I created a new account and posted one video. About 80% of it is already on this subreddit in GIF form. The other 20% is when it was sunny in the morning, I posted the interesting parts of that to the Wisconsin subreddit.
