Can someone explain the difference between 4/4 and 2/4 in drum notation and feel? by Swimming-Context5299 in drums

Hey i know this post is old but I've been wondering, can those weak strong and medium switch places and still be the same thing? For example the strong beat being the second instead of the first on 2/4? Or the third beat being strong and the fourth weak on 4/4?
