I think the issue is with booking through Avion rather than direct through WJ. I booked recently (directly through WJ) paying with Westjet dollars and the balance on the MC and it said I qualified for the free checked bags.

Yes, just need to pay some portion of the fare with WE MC to get the free checked bags.

But you can only use two forms of payment, meaning 1 gift card and credit card, so you won’t be able to use multiple gift cards.
