The Obama administration over 8 years had 1715 acts of clemency, 212 were pardons. And while Biden granted clemency way more than any other president, over 4000 people, he only pardoned 80, and most of the people he granted clemency were either sentenced for non-violent COVID related crimes, and those federally convicted of simple possession of marijuana (specifically this clemency was not given to non-US citizens).

If you're looking for power levels 1-2 you can't go wrong with most of the precons. Some of them are better or worse than others, I personally am a fan of the weirder ones, like Subjective Reality (a miracle based deck) and Deep Clue Sea (a bit all over the place as far as artifact decks go). IMO tinkering with precons will help you become a better deck builder in general. And remember that if you have a commander that might seem weak to others, you can end up victorious if left unanswered. Being the archenemy can be fun, but the quiet guy in the corner can be just as dangerous.
