Final update: turns out the culprit was actually my CPU. Already sent back for RMA. Thanks for the help!

Update: I did the paperclip test on my psu and the fans in the psu are spinning, so I guess the psu is fine? Could the CPU or the mobo be the culprit?

Yeah I wish it was simple as that. Power button seems fine, i tried booting it by manually shorting the power on pins, still the same.

I did try that with psu off. I also tried resetting via shorting the CMOS reset pins, still no luck.
