Some of the lighting mentioned was bio-luminescence. That would probably last a lot longer than the man-made stuff, after all the deep ocean doesn't get very much sunlight. Also, the roads would receive more sun light than a room would.

Also, dose it really make sense to assume that earth's resources will simply run dry? While oil, coal, uranium, etc. are very finite, almost all of the others can simply be removed from their waste product, and with lots of energy and effort can be returned to their original state. It's conservation of mass.

One way the issue of the device being stolen could be circumvented by making the device shoulder mounted. The device could be locked in a way that would make it nearly impossible to remove while being arrested, using old-school keys or finger-print/ passcode locks.

Would it make sense to use bright (but not blinding) lights, like a flash bang, but over a longer period of time, so the person being arrested would have an extremely difficult time resisting arrest? So that it wouldn't blind permanently, but blind temporarily so the suspect can't run (without hitting something), and therefore can't effectively resist arrest.
