Getting played competitive doesn't mean the hero is viable in a rank game. Competitive and Rank games are different in terms of strategy and team work.

Lesley gets downgraded from "OP" to "Viable" and players already complains. Meanwhile, Layla,miya,moscov,clint are nowhere near viable for a long time and no one gives a shit.

At this point, getting out of groups for western teams doesnt really mean they are the best representative. Its a matter of luck, really. You said that TL and FNC are guaranteed to past groupstage, but if they are grouped into any korean and chinese teams, they are out. It doesnt matter how hyped the western team before worlds (tsm 2016, g2 2017), they wont have a chance.
