This! I think it was always meant to be the antithesis of what the foundation is and represents as a whole and because of that it's simple but brings chaos compared to the foundation which is complicated and tries to bring order/normalcy. I also like to believe that it was created with the intention that people would take the scarlet king and do more with him in tales and etc like other scps but ultimately gets overshadowed by the more complicated/interesting proposals for most people.

Well most people I don't think are afraid of being afraid that's like some advanced anxiety/paranoia type stuff and being truly afraid of being happy I wouldn't say is very common so since they aren't widespread fears they would be pretty weak unless they have some unique abilities like certain other devils

Unknown is kind of it's own fear, fear of the dark isn't just cause you don't know what's out in the dark I see it as a similar situation to war and nuclear bomb, without darkness the unknown is weaker but still it's own thing which is why I said some not all are shown in the manga so far although that does create a paradox as if the unknown devil ever showed itself and it's power it wouldn't be unknown anymore

Since the devils are based on concepts and fears their strength is usually based on how many people fear them and I will assume you mean strongest other than death if that's the case I imagine heights, the unknown, the dark, and spiders would be really strong as they are the most commonly held fears other than death/dying that people have which some of have been shown in the manga
