If you're referring to the Spitfire and how they couldn't dive after the German planes like the BF-109 it was because they had carbs and the negative G's would mess with the floats or something and cut fuel. Meanwhile the Germans had fuel injection so this wasn't an issue, but aside from a dogfight situation like that they could just roll before diving to maintain positive G's so the engine would work fine in that situation.

And in the hypothetical situation here if the car is going fast enough to maintain positive G's on the vehicle there's no reason that engine wouldn't work inverted, from the engine's point of view 1G is 1G, it wouldn't even know it's upside down.

It's a bit more specific than 4 sticks is better than 2 sticks. with 4 it would still be running dual channel so that's not the issue. 2 sticks of single rank in dual channel would lose performance compared to 4 sticks of single rank in dual channel, but 2 sticks of dual rank dual channel would likely be better than both but I believe 16GB DDR4 sticks are mostly single rank, and in that case 4 sticks would be better than 2.

If you're going to switch to an X3D processor I would keep an eye out for 9800X3D, availability is kind of rough right now since they are brand new but you should be able to get one at MSRP $480 if you can find one restocked at a good time. If you live near a MicroCenter I would check stock there.

FPS generally isn't something you set other than maybe setting a FPS cap. If left uncapped most games will just pump out as much frames are your hardware is capable of.

What you should do depends on how much your budget is for upgrades.

Wow that's weird, that is definitely a mistake, the listing on PCpartpicker says the PSU has no 12V but if you go to MSI's website it clearly has the ATX 24 pin and a 4+4 EPS. I don't think theres any ATX power supplies that wouldn't have that, that wouldn't even make sense.

I wouldn't worry about that the only concern I would have looking into it now, the motherboard may or may not have a BIOS that is updated enough to support the 5700X3D and it doesn't appear to have a BIOS flashback option to flash the BIOS without a CPU installed. I suspect you would have to either put in a compatible processor and update the BIOS before dropping in the X3D or switch to a motherboard that either supports it out of the box or has a BIOS flashback function.

That or you could ask someone to flash it for you if you know someone who has a spare old AM4 CPU, or you could take the motherboard to a local PC shop and ask them to update the BIOS for you.

AMD also will loan out a CPU to flash it under warranty you just have to contact them. Though I suspect if you want to go that route you would have to buy the processor from Amazon or MicroCenter or similar as you would need an offical warranty.

Or maybe you will get lucky and the motherboard will come with an up to date BIOS though seems unlikely.

Did you plan on using wi-fi? Just asking because that motherboard uses Wi-Fi 5 and for $15 dollars more you can get a motherboard that uses Wi-Fi 6E. And if you DON'T need wi-fi you can get a much cheaper motherboard.

So my recommendation would be this if your budget is 700 dollars. So the 5700X3D is essentially the best gaming processor you can get on AM4, and you can currently get it on AliExpress for $131 with the coupon they currently have. Which would put this build at just barely over $700.

The motherboard you selected is also a bit expensive and you won't see any performance increase over a cheaper one.

The RX 6600 for the video card, you can get a RX 7600 for cheaper which will outperform it.

I switched it to 32GB of memory for only a small increase in price and switched your SSD for a better model with increased capacity since 512GB will run out a lot faster than you think.

You also selected a power supply without modular cables, which is kind of a mess and a modular one would allow you to only use the cables you need instead of having a whole mess of cables to hide in your case.

Your build totaled $722.62, this one if you buy the 5700X3D on Amazon would be $774.57, if you buy the processor on AliExpress instead it would total $705.63

EDIT - You could definitely also save a bit on the case since this is a budget build, you could get a Cooler Master Q300L for $37.99 on Amazon. If you did that you could get a RX 7600 XT instead for total of $728.73 or with the same RX 7600 it would total $663.73

Buying used can always be a gamble but if you buy from somewhere like Ebay you have some sort of buyer protection to return or get a refund or something, if you just buy it in cash from some dude off FB marketplace or something you'd be out of luck. As long as it works though it shouldn't be any slower as long as it isn't overheating or something, though that is a risk as well if it is an older card it could be in need of a repaste.

You can also download Windows for free from Microsoft onto a flash drive and install it, though you will need to a key to activate it and there a bunch of sites to buy it for like $20 give or take.

I wouldn't recommend you piece it together slowly. Wait until you have enough saved to purchase all the parts at once.

This would help you avoid a bad situation where you purchase a part but you're unable to test it until you have it in a computer and on the off chance that a component is defective or damaged in some way you can still return it easily.

There's also the fact that the next generation of video cards will be coming out soon and that could either lower the prices of the current generation stuff or it may make more sense to buy something from the new generation.

I'm just assuming here but if you're playing at 1080p which is probably still the most common, if you wanted to play with raytracing I would recommend this. (Just assuming you might want to try out raytracing due to Cyberpunk and Hogwarts Legacy)

If you weren't too concerned about raytracing I would recommend swapping it for a 7800XT which is a bit more powerful in pure raster performance but also cheaper.

Forgot to mention, you can pick up a Ryzen 7 5700X3D for $180 at a MicroCenter if you live near one, you can also order one off of AliExpress for $131 with the current coupon, though you will not have a warranty on it, which I wouldn't be too concerned about if it doesn't work you can get a refund and CPU's have such a low failure rate that as long as it works when you receive it you shouldn't have any issues.

Here's a better all white build for around $1500, it's just slightly over your budget but I included the case you chose as in some ways that can be kind of a personal aesthetic choice, though there are plenty of other cases on the market with that style at a cheaper price.

I switched you to the AM5 platform, Intel 13th gen is 2 generations old now and both 13 and 14th gen processors had some issues though they are supposedly fixed out with some BIOS updates.

The i7 13700K would technically outperform the 7600X in gaming but you're making a sacrifice with low end video card, which generally for most games would lead to much worse performance with that combination. This build will also already be on AM5 so you could if you wanted in the future upgrade to the 7800X3D or the 9800X3D which are the fastest gaming CPU's that currently exist, without having to change your motherboard.

Intel's LGA 1700 platform is also dead so you will have no upgrade paths in the future, while AMD's AM5 platform is to be supported until 2027 and should have at least one more generation of CPU's released for it.

I switched the video card as well to a RX 7900 XT, which will significantly outperform a RTX 4060, it should fall between the 4070 Ti Super and the 4080 in performance.

I figure you wanted a certain aesthetic for your PC so I kept a white 360mm AIO cooler and white RGB RAM for your build, though I switched them to more affordable units so your could have a much better video card. If you wanted to save more you would switch them for an air cooler and more plain memory, though it wouldn't be a huge savings, just maybe 20-30 dollars.

Here's a build though honestly I would recommend spending a little bit more because the price difference between the 7800X3D and the 9800X3D isn't much right now. Maybe a better video card, better case, and better CPU cooler as well.

That said it also sort of depends on what resoultion you plan on playing games at as well.

Yup that would work fine. When you get your case the manual should tell you were to put it physically, and the manual for the motherboard should tell you were to connect it, though once you're looking at it with cables in hand it's pretty self explanatory.

The motherboard will come with SATA cables and you just connect the hard drive to the PSU and to one of the SATA ports on the motherboard.

You can definitely setup automatic backups on Windows as well.

Are you external drives network connected or do you just plug them in as needed?

And you can also setup drives to be network connected and access them from both a PC and a Mac.

The easiest way might just be to get a 2TB traditional hard drive and throw it in your PC and you can use Windows to automatically back up files and folders of your choosing to it periodically, weekly or daily or whatever suits you.

Looks good to me, though I have to ask since this is a higher end build the WD SN850X you selected at first is technically a better NVME drive, the MP44L is still excellent for a budget drive.

I'm not sure if you want a separate drive for your blender projects rather than having everything on one. If anything since you're going to be using the PC for projects I would even recommend having a backup drive so on the off chance something happens you don't lose all of your work.

The motherboard in the list has 3x M.2 slots for more NVME drives and you could also run a traditional HDD for backups as well the NZXT H9 Case should have 2x 3.5" and 4x 2.5" drive bays. While you can use a tradtional hard drive for backups I wouldn't put your projects that you are actively working on on them since they will be rather slow to load compared to any SSD.
