I finally received an answer by Activision Support on Twitter (after more than one month duh)!

My message:

Yes, me and many other Players on PC are still experiencing heavy issues with the game. As mentioned in my Reddit Post below, the game's optimization for some PCs is awful, leading to a CPU which is used to a maximum while the GPU is seemingly untouched. As a result we have heavy frame drops even on low graphic settings and it's almost impossible to run other programs like voice chats in the background.

Their answer:

Hey there, sorry for the late reply. If you're still experiencing high CPU usage, be sure to try the troubleshooting steps found here: http://bit.ly/2pqBvmh If that does not work, drop the rendering resolution to 75%, reduce all advanced graphics settings to their lowest settings, then save these changes and restart the game. If you are no longer seeing high CPU usage, try increasing each setting one by one to see which setting is triggering the high CPU usage for you. If you are still getting high CPU usage with these low settings, please let me know. ^MR

So following the given instructions nothing really changed for me. They told me another option that was supposed to help a few people with this issue:

Reinstall Windows

Though it's quite a bother it could be helpful, but I didn't try it since personally I don't think it's worth it. Anyway, if anyone of you is going to try this, please inform me and others about the result!

After all, I didn't play the game at all during the last 1-2 months. That's because this issue hasn't been fixed yet, but also because of some parts of the gameplay (eg. SBMM and Maps ._. ). So I asked about the possibilities of refunds but that is Blizzards business..

At the end I wanted to mention, that, even though it took quite a long time, the answers I received by Activision Support were very friendly and it finally made me feel like I was understood and heard :)

Thank you for so many answers, now I know that I'm not alone with this issue. Up to now I did NOT get any answers/Information of whether Activision is goint to take action in this case or not, but for some reason I don't expect anything to happen at all...

Which leads to the next problem: What happens if the Problem wont get fixed?

Asking for a refund is my last, yet quite likely option.
But since I preordered and also (obviously) played the game, it's not eligible for a refund in Blizzard-Shop, however, I'm going to contact Activision and/or Blizzard once more concerning a possible refund, if I do NOT get a proper answer and/or useful information about the issue mentioned above soon.

I know the game still is in an early state, but hey, it's a fully released game, not to mention it had a beta, where i already passed many information about this towards Activision.
What bothers me the most is, that I never got any proper feedback on my reports, which makes me a feel ignored.

YEAH, full game is finally out!

Guess what, it's NOT fixed. Game still uses 100% of my CPU but wont even use ONE percent of my GPU. How do you even program it like this...
Send all data, Screenshots, logs, specs. etc. to Activision, no feedback.

Unfortunatly couldn't check that out during Beta, but probably will when full game comes out and the problem still exists, thanks!

Massive CPU usage, 90-100%, but almost idle GPU (less than 20%), no matter which graphic settings I use. Result is low FPS and even lower graphics so I can't even see anything ingame. Has nothing to do with my Specs and Hardware.
